5500 God as the Ruler.... Freedom of will.... The law of order....

October 5, 1952: Book 60

All power is given to Me in heaven and on earth, and I use this power not to judge but to redeem. Heaven and earth are subject to My will, i.e., the spiritual and earthly world is governed by My will.... And yet, I also allow the beings who emerged from Me freedom of will as long as they don't use their will with completely adversative intent, as long as they don't act against Me openly. My will then can indeed oppose their will, yet only ever in order to induce them to have the right will, because this alone signifies beatitude, in the spiritual as well as in the earthly kingdom. I certainly govern everything, yet because I also love everything that has emerged from Me, freedom of will has also been given to all created beings, so that I therefore wanted to create co-governors in the true sense which, however, were not meant to rule over equal beings but only lovingly uphold the order which I recognized as wise and good and therefore had established.... And this law of eternal order extended over all spiritual and earthly creations, because these could only become blissful if the divine order was maintained, which represents the principle of love.... My will, My regency, is therefore equal to the law of eternal order, and therefore it cannot be spoken of as a judicial office, of ruling under compulsion, as long as the eternal order is not overturned.... But where the intrinsic being who emerged from Me opposes My eternal order, My will comes forth, and then I rule in accordance with this will by binding the will of the one who abuses it.... but only in order to weaken or prevent the resulting consequences, because these will strike back and severely affect the being who caused them by a wrongly directed will. But the will only remains bound until the being is able to remain in divine order again; its will will then be tested and, as it were, the condition where it can submit to My will in its own free will, will be re-established, as it were, by assigning the ruling power over to it, thus not forcing it to remain in divine order, where I am also not obviously recognizable to it as the ruler of heaven and earth, so that it can move within or outside My order of eternity completely at will, though by this signifying its own decision.... but the right decision of which can earn the power of rulership over endless creations which, however, it uses and exercises under the principle of love....

I rule over heaven and earth, but always in love only.... All power is given to Me.... I only exercise it by the principle of love, for even that which I bind and judge shall then find final freedom and is only bound or judged because it has lost its own love and therefore also wisdom in free will and it shall regain the divine attributes through means which I recognized as being successful and therefore also use in My love, even though they do not always appear to be based on love.... I rule in power and glory but always in love and wisdom....
