Ruling power according to the people....

The weak must submit to the will of the strong and bow to his power. Yet this is not right before God, for He has not appointed any human being to judge and rule over his fellow human being apart from the power He has placed over the people as rulers, who are no longer able to take divine laws as their guiding principle. Such a people needs a leader who dictates to it what it must and must not do, and the ruling power will act all the more strictly against the people the less it observes the laws that exist from eternity and whose lawgiver is God Himself. However, this ruling power is also commanded by God to exercise its office in love. And if it abides by this, its government will be just and guide the people in such a way that they will return to discipline and order of their own accord and no longer need a strict government, i.e. they will also be freed from it. But if the people have become completely unloving, they will also have a completely unloving ruler, who will again harass the people, often to the point of intolerability, and yet God will allow this so that such a people will still come to recognize it. It is certainly not in accordance with divine will that a power allows itself to commit offences that violate every commandment of love. And everything that violates divine will will also have a corresponding effect. People must know what is right before God and they must therefore abhor every action which clearly recognizes the activity of a power that is opposed to God. They must not themselves agree with or approve of the actions of those, but they must ensure that the lack of love is reduced as far as possible, they must ensure that the God-opposing power is not given the opportunity to develop its strength and power. Thus people must educate themselves in love, then the strict overlordship will not last long either, for God will take it away again when people mould themselves to such an extent that they no longer need a strict government. Conversely, however, the pressure from an earthly authority will become ever stronger the less people practice love, and a people that has become completely loveless can hardly expect any relief. It will have to submit to the ruling power to its sorrow, for unkindness triggers unkindness again, and such a people will hardly attain discipline and order....

Herrschende Gewalt dem Volk entsprechend....

Dem Willen des Stärkeren muß sich das Schwache fügen und vor seiner Gewalt sich beugen. Doch vor Gott ist dies nicht recht, denn Er hat keinen der Menschen zum Richten und zum Herrschen über den Mitmenschen bestimmt außer der Gewalt, die Er über das Volk als herrschende gesetzt hat, das nicht mehr fähig ist, sich die göttlichen Gesetze zur Richtschnur zu nehmen. Ein solches Volk benötigt ein Oberhaupt, das ihm vorschreibt, was es zu tun und zu lassen hat, und es wird die herrschende Gewalt desto strenger gegen das Volk vorgehen, je weniger sich dieses an die Gesetze hält, die von Ewigkeit bestehen und deren Gesetzgeber Gott Selbst ist. Jedoch ist auch dieser herrschenden Gewalt von Gott aus geboten, in Liebe ihres Amtes zu walten. Und so sie sich daran hält, wird ihre Regierung gerecht sein und das Volk so leiten, daß es von selbst wieder zur Zucht und Ordnung zurückkehrt und eine strenge Regierung nicht mehr benötigt, also auch von ihr befreit wird. Ist aber das Volk gänzlich lieblos geworden, so wird es auch eine gänzlich lieblose Oberherrschaft haben, die wieder das Volk drangsaliert oft bis zur Unerträglichkeit und doch von Gott dies zugelassen wird, auf daß ein solches Volk noch zum Erkennen komme. Es ist zwar nicht nach dem göttlichen Willen, daß sich eine Macht Übergriffe erlaubt, die gegen jegliches Liebesgebot verstoßen. Und alles, was gegen den göttlichen Willen verstößt, wird auch entsprechend sich auswirken. Es müssen die Menschen wissen, was recht ist vor Gott, und sie müssen daher jede Handlung verabscheuen, die deutlich sichtbar das Wirken einer Gott-gegnerischen Macht erkennen läßt. Sie dürfen nicht selbst zustimmen oder die Handlungsweise derer gutheißen, sondern sie müssen dafür Sorge tragen, daß nach Möglichkeit die Lieblosigkeit verringert wird, sie müssen Sorge tragen, daß der Gott-feindlichen Macht keine Gelegenheit gegeben wird, ihre Kraft und Macht entfalten zu können. Also müssen die Menschen sich selbst in der Liebe erziehen, dann wird auch die strenge Oberherrschaft keine lange Dauer haben, denn Gott nimmt sie wieder, so sich die Menschen so weit selbst gestalten, daß sie eine strenge Regierung nicht mehr benötigen. Umgekehrt aber wird der Druck durch eine irdische Gewalt immer stärker werden, je weniger sich die Menschen in der Liebe üben, und ein Volk, das gänzlich lieblos geworden ist, wird schwerlich eine Erleichterung zu erwarten haben. Es wird sich unter die herrschende Gewalt fügen müssen zu seinem Leidwesen, denn Lieblosigkeit löst wieder Lieblosigkeit aus, und ein solches Volk wird schwerlich zur Zucht und Ordnung gelangen....
