Duh Božji puše gdje On hoće [[(Ivan 3:8)]]. Ove Riječi se iznova mogu lako pogrešno protumačiti, budući da djelovanju Duha u čovjeku prethodi Božanska volja i to može lako dovesti do pretpostavke da nije čovjek, već Bog odlučujući za primanje mudrosti Božje. Ipak Božja volja jest temelj svega što postoji i što se događa. Tako da Božanska volja također mora dati odobrenje, kada se Duh Božji sjedini s duhovnom iskrom u čovjeku za poduku i prijenos duhovnih Istina. Zbog toga će volja Božja biti dakako prva pretpostavka, kada se očituje Duh u čovjeku bez njegove volje, ali nije u Božanskoj volji poticati u čovjeku dužnost koja se ispunjava samo kroz duhovno djelovanje. Duhovno djelovanje ne može nikada i stoga nije nikada postignuto u prisilnom stanju, duhovno djelovanje ovisi jedino o čovjeku i zahtijeva jedan izuzetno visok stupanj zrelosti. Prvo mora prethoditi jedno samo-oplemenjivanje, ali njemu opet teži ljudska volja, koju Bog opskrbljuje Svojom snagom i Svojim blagoslovom. Duhovno djelovanje ovisi o naklonosti čovjeka prema Bogu.

Oni koji se bune na Njega, koji idu protiv Njegovog milosnog vođenja kroz potpuno nasuprotnu volju Božanskoj volji, takvi nikada neće zamijetiti u sebi djelovanje Duha. Stoga mora uvijek postojati čežnja za Bogom, čovjek se mora pozitivno postaviti naspram vječnog Božanstva, onda ujedno i Duh Božji može postati djelatan u njemu. A zatim Bog nanovo odabire one ljude koji su spremni činiti što im On objavi kroz Svoj Duh. On odabire one koji su podobni kao sredstvo [[(prikladna alatka)]], jer moraju upravljati određenom funkcijom. I opet je ljudska volja odlučujuća u širenju onoga što je osoba primila, jer kada se Duh Božji očituje, On želi govoriti kroz te ljude svim drugim ljudima. Primatelj Božanske Riječi je glasnik Onoga Koji daje Svoju Riječ čovjeku. Ipak, ne razumije svatko ovaj zadatak i sprovodi ga, dajući svojim bližnjima ugodan dar s Neba. A Bog poznaje volju ljudi. Duh Božji se dakako izlijeva na svakoga tko za Njime intimno čezne, i njegovo razmišljanje će biti dobro vođeno, ali gdje On djeluje s dokazima za spasenjem i blagoslovom čovječanstva, gdje ljudi moraju jasno prepoznati da se Duh Božji spušta na voljno zemaljsko dijete, ovdje Bog Osobno odabire nosioca Božanskoga Duha. On izlijeva Božanski sadržaj na one koje smatra dostojno prijemčivim posudama i koji su svojevoljno podredili vlastitu volju Njegovoj volji. Doduše, volja je Božja da se svi ljudi oblikuju tako da budu dostojni Njegova dara, ali volja čovjeka često odlazi svojim stazama, a takvi nisu prikladni kao Božja alatka. No, Bog Koji poznaje sva srca, ipak će se objaviti gdje naiđe na raspoloživost za služenje Njemu i tako će Duh Božji puhati onamo gdje Bog hoće.

The spirit of God blows where he wills.... These words are again easy to misunderstand, in that the divine will is made a prerequisite for the working of the spirit in man and this can easily lead to the assumption that it is not man but God who determines the reception of wisdom from God. The will of God underlies everything that is and everything that happens. Thus the divine will must also give its consent when the spirit from God unites with the spiritual spark in man for the purpose of teaching and imparting spiritual truths. Hence God's will will certainly be the first prerequisite if the spirit expresses itself in the human being.... but it is not within divine will to cause a person to carry out a task without his will which can only be fulfilled through spiritual activity.... Spiritual activity can never ever be achieved in a state of compulsion, spiritual activity is solely dependent on the human being and spiritual activity requires an exceptionally high degree of maturity.... It must have been preceded by self-refinement, but this in turn is striven for by the human being's will and God gives His strength and blessing for it.... The working of the spirit depends on the person's attitude towards God.... Those who resist Him, who work against His merciful guidance through a will that is completely opposed to the divine will, will never feel the working of the spirit within themselves. Thus the desire for God must always be present, the human being must affirmatively attune himself to the eternal deity, then the spirit of God can also become effective in him.... And then again God chooses the people who are willing to do what He reveals to them through His spirit.... He chooses those who are suitable as instruments, for they are to fulfil an office. And again the will of man is decisive to spread what he has received. For if the spirit expresses itself from God, then He wants to speak to all people through those people. The recipient of the divine word is the organ of speech of the one Who gives His word to man. However, not everyone realizes his task and carries it out by passing on the precious gift from heaven to his fellow human beings. And God knows the will of man. The spirit from God certainly pours out over everyone who desires Him sincerely and it will guide his thinking correctly, yet where it obviously works for the salvation and blessing of humanity.... where people should clearly recognize that the spirit from God descends upon a willing earthly child, there God chooses the bearers of the divine spirit Himself. He allows divine content to flow to those whom He deems worthy of receiving it and who have submitted their will to His will of their own accord. It is certainly God's will that all people should shape themselves in such a way that they are worthy of His gift, yet people's will often goes its own way and these are not suitable as God's instrument. But God, Who knows the hearts of all, will make Himself known where He finds the willingness to serve Him and thus the spirit of God will blow where God wants it....
